FIFA transfer reform will regulate loan system

Reforms were agreed upon by the FIFA Football Stakeholders Committee at a meeting in London on Monday

FIFA has agreed to reforms of the global transfer system which will regulate the number of players that clubs can loan out.

Football's governing body is keen to ensure young players are loaned out for their development, rather than the commercial gain of their parent club.

Reports have suggested FIFA wish to limit the number of players a club can lend each season to between six and eight, but no exact figure has been decided.

Chelsea could be affected by the changes as they have 40 players out on loan, including Kurt Zouma at Everton, Tammy Abraham at Aston Villa, and Trevoh Chalobah at Ipswich.

Any significant reduction of the 'loan limit' imposed by FIFA may well mean Chelsea will have to alter their loans.

The reform will also prohibit bridge transfers and sub-loans.

FIFA would also like to see a creation of a 'clearing house' to process transfers through simpler payments associated with transfers such as solidarity, training compensation, agents' commissions and possibly transfer fees.

All the proposals will now be voted on by the FIFA Council before they can be implemented. The next scheduled FIFA Council meeting is on 25/26 October.
